| The
International Association of Elevator Engineers IAEE Constitution as
announced and adopted on the 20th February 1986 in Nice, France, during
the first General Assembly The
rapid growth of the building industry and associated technologies demands
parallel growth in the field of vertical transportation . Both the freight
and passenger elevator industry need qualified engineers in the field
whose knowledge keeps pace with technological and scientific developments.
The International Association of Elevator Engineers (IAEE) will provide a
forum for the exchange of information and experience vital for training
and education.
The aims of IAEE are
summarized as:
1. the definition and
promotion of vertical transportation' engineering as a specialized
profession;
2. the promotion of
international standards;
3. the encouragement of
higher professional standards;
4. the promotion of
scientific and technological expertise;
5. the co-operation between
members
The term "vertical
transportation" includes escalators.
1.0 MEMBERSHIP
1.1. Members of IAEE may be
individuals from one of the following categories:
1. qualified
elevator engineers
2. elevator
technicians with recognized qualifications
3. invited
individuals who are neither engineers or technicians, yet have contributed
to elevator engineering or any other branch of the elevator industry
1.2 There is no national,
religious or sexual discrimination in matters of membership of the IAEE.
2.0 MEMBERSHIP
APPLICATION AND ACCEPTANCE
2.1 The official application
form for membership should be completed in full, and submitted to the IAEE
Administrative Board.
2.2 Any application will be
brought before the Membership Committee within forty days of receipt.
2.3 Any application for
membership which complies fully with IAEE requirements, as detailed in the
regulation below, will be accepted by the Administrative Board, the
approval of the Regional Co-ordinator.
3.0 ASSOCIATE
MEMBERSHIP
3.1 Individuals who do not
qualify for membership, but with to be affiliated with IAEE may be
eligible for associate membership.
3.2 Application for associate
membership follows the same procedure as for full membership.
3.3 Associate members hold no
voting rights.
4.0 MEMBERSHIP FEES
4.1 The amount for membership
fees is decided by the Board of Executives.
4.2 Membership fees are to be
paid once every two years.
4.3 Any member who does not
pay membership fees within 90 days of billing may be expelled from IAEE.
5.0 IAEE INSTITUTIONS
5.1 The IAEE will function as
non-profit organization. 2. The IAEE is operated by the following
institutions: The general Assembly, The Board of Executives, The
Administrative Board, The board of Co-ordinators, The membership committee
6.0 THE GENERAL
ASSEMBLY
6.1 The General Assembly will
meet every three years. The Board of Executives will decide upon the
location and date of the meeting, with final approval of the
Administrative Board. Members will be notified at least ninety days before
the meeting.
6.2 An extraordinary General
Assembly may be called by a majority vote of four within the Board of
executives
6.3 A quorum of 35 of IAEE
members must be present at a meeting of the General Assembly so that any
decision may be passed. If no quorum is present, the Board of Executives
will call a second meeting of the same General Assembly within 48 hours,
for which 20% of IAEE members will provide a quorum. In the event of no
quorum being present, the Board of Executives will effect the necessary
decision.
7.0 THE BOARD OF
EXECUTIVES
7.1 The Board of Executives
comprises five members, including the Chairman and the Secretary.
7.2 The Chairman of the Board
of Executives will be elected from within the Board itself, and may also
act as President of IAEE.
7.3 The Secretary of the
Board of Executives is the only non-elected member and will be proposed by
the Chairman and appointed by the Board.
7.4 The Board of Executives
may nominate sub-committees from IAEE members to assist in the operation
of various projects decided by the General Assembly or by the Board
itself.
7.5 The Board of Executives
acts as a Steering Committee to supervise and direct various IAEE
activities and projects, and to execute policy and decisions of the
General Assembly.
8.0 THE ADMINISTRATIVE
BOARD
8.1 The Administrative Board
comprises five members, plus the regional co-ordinators, and others
performing the duties of technical co-ordinators for various functions.
8.2 The function of the
Administrative Board is to finance and carry out all IAEE activities
recommended by the General Assembly, and directed by the Board of
Executives.
9.0 THE BOARD OF
CO-ORDINATORS
9.1 The Board of
Co-ordinators comprises members representing regions. The definition of
these regions is decided by the General Assembly, while each co-ordinator
may act as a chairman of the regional branch.
9.2 The function of the Board
of Co-ordinators is to co-ordinate, on a regional basis, all activities to
be carried out by the Administrative Board, with the assistance of the
members of each region.
10.0 THE MEMBERSHIP
COMMITTEE
10.1 The Membership Committee
comprises five members. A majority of three is needed to accept an
application for membership.
10.2 The membership Committee
will act according to instruction and regulations of the General Assembly,
as well as the Board of Executives.
11.0 NOMINATIONS AND
ELECTIONS TO COMMITTEES AND BOARDS
11.1 Elections to the Board
of Executives are held during the General Assembly. The voting is
conducted openly, and decided by majority. The exact voting procedure will
be prepared by the Board of Executives and confirmed by the General
Assembly, prior to voting.
11.2 Functions within the
Board of Executives will be elected by members of the Board of Executives
as stipulated in 11.1.
11.3 The co-ordinators of
each region will be elected at the General Assembly as stipulated in 11.1
- each co-ordinator by members of each region. There will be secret
ballot.
11.4 The Chairman of the
Administrative Board holds the right of veto on the elections in 11.3,
only in the event of the re-election of a former co-ordinator.
11.5 In the event of no
co-ordinator being elected for a specific region, the Chairman of the
Administrative Board may appoint a co-ordinator without elections.
11.6 All nominations for the
Administrative Board are made by the Chairman of the Administrative Board.
The Chairman of the Administrative Board is elected by the General
Assembly, and serves for the term of three consecutive General Assemblies.
11.7 In the event of
resignation of any committee chairman, the Chairman of the Board of
Executives reserves the right to appoint an interim chairman until the
next elections. This appointment must be approved by the Board of
Executives.
12.0 COMMITTEE REPORTS
12.1 All committees should
submit a written report to the Board of Executives, as well as oral
presentation of that report to the General Assembly.
12.2 The written report of
each committee should be submitted to the Board of Executives no later
than 30 days before the General Assembly.
12.3 The Board of Executives
should receive a written report of the activities of all committees at
least once every six months.
13.0 BRANCHES
13.1 IAEE may create regional
branches in all parts of the world.
13.2 Activities of a regional
branch must be conducted in accordance with IAEE regulations, and must
conform to decisions of the various IAEE institutions.
13.3 Regional branches may
collect additional (local) membership fees, but this sum must not exceed
50% of the IAEE membership fees.
13.4 Regional branches are
entitled to collect IAEE membership fees, and transfer them with detailed
report to IAEE head office.
14.0 MODIFICATION TO
THE CONSTITUTION
14.1 Any change in the
Constitution must be proposed according to the following procedure:
a.
the change must be proposed by a full member of IAEE
b.
the change must be submitted in writing to the of Executives at least 120
days before the meeting of the General Assembly. It should be endorsed by
the signature of at least six other IAEE full member, who represent a
minimum of three regions.
c.
the proposed change will be brought before the General Assembly, and will
be adopted only with a 76% majority vote. This
